Can't connect to my server

I have followed this guide to set up my server. I can connect to the server through localhost:9987 but I can't through my ip address. Neither can my brother and we're on the same network, the whole point of this was so we could talk to our friends whilst playing games.

Your brother (and everyone else on the same network) would need to use your LAN IP which usually starts with 168.192. you can check with ipconfig if you don't know yours.

Everyone else who is not in your network will have to use your public IP Address. You yourself either use the LAN IP as above or localhost.

If the Local Network connection using LAN IP fails (and you are sure it is the correct LAN Ip) Firewall is blocking TS3.
For outside Connections to work you need to properly forward the correct Ports and depending on your Router take additional Steps like disabling flood detection.
