Create Identity INI By Hand
I'm dumb and instead of exporting my identity I just copied the unique id. Looking at a sample ini file it seems the unique id is encoded somehow. Can I recreate this encoding with the unique id I have to 'make an identity ini by hand'?

No you cannot.
Identity consists of a private and a public Part.
The public Part is displayed in the CLient, stored by every server you connect to etc.
The private Part is stored on your PC and never gets send anywhere.
Since you deleted your Private Key you cannot get it back unless you made a backup and will have to use a new identity which comes along with the fact that you lost any and all permissions you had on any server.
