[Issue] Ts3 Server with no-ip in Dlink dir600

Hi guys!!, My name is Rafael, i've an issue with ts3 server x64.
Well, The Issue happens when I connect my isp to router d-link dir 600, When I create the server and placed the option Port Forwarding ports 9987, 10011, 30033 and try to connect to the host name of my no-ip.org the server not responding.
I need help to configure this router.

1. Can you connect from other computers on the network?
2. Can you connect from a computer outside the network using your external ip?
3. Is the IP address that no-ip points to the same as your external ip?
4. Could it be, that your router does not support connection from outside, when a Lan computer does connect?

There are multiple points of failure in your system. This should narrow it down.
