Make sure the TS3 Server is actually running and check the ServerLogs.
localhost will only work if the TS3 Client is running on the very same Machine the TS3 Server is running on!
Outside IP will most likely not work from inside the same network the TS3 Server is running in depending on the Router, but most of them have problems with that / dont allow that. Use your Internal IP of the machine running the TS3 Server instead.

Also, please post the most recent server log.

EDIT: For the person who subtracted from my reputation: no, what you posted was not a server log...nor a client log...it was just the status message. As you should have noticed, what you posted contained no real information, it also contained no information about the server, further you copied and pasted it from the client. Anyone with half a brain could see that it is not a server log. In short, use your brain before doing something ridiculous. That is all.

EDIT #2: Also, if you would like a solution, please post an actual server log. If you can not figure out where to find that then you may want to take a look at some of these fine hosting companies. http://hosting.teamspeakusa.com/ <-- By the way, that is an official link...not spam...just in case you were wondering.
