It would be helpfull, when you send such letters in a example
so we can reproduce with your path oder username.
The old thread said, there is something wrong with the updater, but there was also no how to or picture like that.
I guess you will read it, before I or a developer will see the thread again.

I was not able to reproduce this on my machine. The Teamspeak temp folder was created and unzipped duringthe installation.
I used google for chinese translation and renamed my temp folder for an update from client 3.0.6 to 3.0.7
The client was updated (even with timeoutsCode:E:\Temp\測試儀 E:\Temp\测试仪
)

Right, try make the name longer than 8 bytes (aka making it so that it'd have the dos 8.3 conversion of adding ~1) and try it.
As you can see on the image I've attached, the folder name is "希恩資料夾", since it takes Dos 2 byte width to store a unicode character, so in order to generate a ~1, you'd need more than 5 characters to do it.

Just being nice, and I'm demonstrate that the dos 8.3 conversion does work, and the folder does exist, and it's executable. So here comes the question ... ok, so if the problem isn't on the updater ... could it be the unzipper?

"E:\Temp\新住民服務中心" also works fine here on Windows 7 and Vista. I guess it has something to do with Windows XP.
I have no chinese windows for testing and a english widnows does not provide chinese letters and shows some squares only :-/---------------------------------------------------------

Client updater 3.0.9 should solve this problem on Windows, Mac and Linux.
I send you a private message for testing.
Please install client 3.0.7 and place the updater in your program folder. The client should update to client 3.0.8.1 without any problems.---------------------------------------------------------
