Create Channel ignores b_client_is_sticky
Title pretty much says it all:
Clients that got b_client_is_sticky can leave a Channel on their own by just creating a new Channel.

I can reproduce this and wrote ticket for this beahvior or bug.

They can create a new channel, yes, but cant leave this channel (if set on servergroup layer), so they didnt gain nothing.
But if Storm wants it so, maybe "b_channel_create_?" should check for sticky flag

Sticky was made (even though it semi existed before already) so people cannot leave a Channel on their own, which they do if they create a new Channel, which can be used to spam or to run away on bigger servers.
