Client Channel Help
How do i set my "Jail Room" up so that they cant move out of the room?

Right Click Jail -> Channel Permissions
Then add b_client_is_sticky so its checked.

How do I get it so that when they try and close and come back, there still in the "Jail Room" ?

Only one solution: Make the Jail the default Channel, which means everyone will end up there when they connect, unless they specified a Channel they want to be in when connecting to your server.

Everyone can do that either by specifying it in the Bookmark, or by entering the desired Channel in the Connect Dialog.
In both Dialogs it's found under More -> Default Channel

You could add a i_channel_join_power of -1 for oyur default server group. They can not join any channel as long the channel has no i_channel_needed_join_power of -9999999 or -1 set.
But all your memmbers should use another group then or they cannot move either
