what exectly "command line" is here mentioned? Is it "run>cmd"?

Stop asking all this questions already!
Use the forum search, google and please: your brain.
This means your machine needs to have a php installation and you need to be able to run it from command line.
Do you have a php installation on your machine?

Yes i do have installed php on my machine, i just need to know how do i open that "command line". Where do i have to write all those commands?

Linux: any type of terminal should do.
Windows: Windowskey+R, type "cmd" then hit enter. Navigate now to the bot location and do what the installation tutorial tells you.
/me votes for a server administrator's license which requires each applicant to prove basic knowledge of at least handling their running operating systems and enough common sense to not endangering themselves, other people and/or the machines on which they're working on.
Do not take this personally. It's just that we have a lot of, say, simple minded - as they call themselves - "serveradmins" around here.
