    Channel Family

It's possible preclude the entry in channel using the parent channel in permissions of Family Max Users? If yes, how?

Max Family Users specifies how many Users may be in this and all of this CHannels Subchannels at the same time. So 0 in Max Family means noone can enter this or any of the subchannels.

Spacers are regular Channels with the only exception that there is no icon displayed and the Text is displayed differently according to the spacer type.
So yes it will work since Spacers are regular Channels
