Where is the password file
if you choose the option " save channel passwords" the passwords have to be stored in a file.
where is this file?

They get stored in the main configuration file in which all the sensitive data is stored in encoded form. They never get stored in plain text on the disk. The File is located in whatever Configuration Directory you use (either %AppData%\TS3Client OR <TS3 Install Dir>\config). You can check the Client Log to find out where your Configuration File is stored, just look for "Using Configuration location". It is saved in the secrets File in that Location. WARNING: You should never ever give out any contents of that File to anyone!

Or if you have the permission just edit the channel and its password.
Btw, me dont think you can decrypt any password on TS, no whether if query, server or channel, at least not in reasonable time and effort.
