I would definitely check the server's average ping and packetloss to see whether your internet bandwidth is sufficient.

1mbit is not that fast, when more then 1 user is talking in the same channel?

    if this help you 79.175.160.216
    Packets: Sent = 1355, Received = 1352, Lost = 3 (0% loss),
Approximate round trip times in milli-seconds:
    Minimum = 40ms, Maximum = 88ms, Average = 46ms

no,even when no one talking (just stay connected)

    1 Mbit up or download?
0.95 mbit down and 0.94 mbit up

I think its safe to say that connection speed is not suitable for hosting a server. My cable at the house as 6mb down and 768kb up and I can't run a server here. My VPS has 100mb up/down and no issues with my servers yet.

Right click on the server and select Server Connection Information. It will show the amount of data going in and out even while no one is talking. Keep in mind you said your internet is measured in kbits, while the Server Connection info shows KiloBytes.

    Your Connection is ~960kbit/s.

With 10 People in the Server doing absolutely nothing, Traffic is about 2KiB / second.
With only 1 of them Talking and the other 9 listening, Traffic raises to about 70 KiB / second.
With 2 talking in different Channels, each of them having 4 People listen to them its about 60 KiB / second.
With 2 Talking in the same channel and the other 8 listening its about 130 KiB / second.
The last one could be more, I was testing this off my home Connection and having 2 Connections talking about uses up all my upload Bandwidth, not to mention having to download all the 130 KiB/sec at the same time while uploading it. Uploading while downloading slows both of them if connection is near maxxed.

Those 70 KiB/s would translate to 560 kbit/s which is almost 60% of your total bandwidth available.
So once a second Client would start talking in the same Channel the Server would need to upload 1040 kbit/s which is beyond the available bandwidth. You are bound to drop clients at this point if not before already.

All this was outgoing traffic only! This does not take into account incoming traffic or Traffic caused by the Operating System itself or any other Applications which will likely use up Bandwidth too.

So yes it is a bandwidth Problem.
