Hello folks,
i having the issue, too. Teamspeak (Version: 3.0.9.2 64Bit) needs up to ~ 20 Seconds to start up.
I dont auto connect to a server at startup.
The Client log tells nothing special:

That it takes 2 seconds let me guess that the probleme seems to be in the initialisation of teamspeak.
Changing the Hotkey Input from "Direct Input" to "Mouse & Keyboard" and vise versa didnt change anything.
To reopen Teamspeak after starting it once, also takes no effect and it still needs very much time to start.
I activated the AppScanner Plugin, but when i deactivate it, it still taking so long.
Removing the cache, chats, logs, caught_urls.dat in the %appdata%/TS3Client even taking no effect.
Deleting the plugins folder in %Program Files%\Teamspeak 3 Client also takes no effect.
Compatibity mode still not changes anything.
While writing this post, i've tried to start Teamspeak as an Administrator. After clicking "Rus as Administrator" it takes about 5-10 seconds, then it shows up the UAC Dialog where i have to allow the execution. After clicking "Yes" Teamspeak starts immediately!!!
May this helps you a bit to find the bug and fix it
with kind regards

The start delay we have been able to investigate are majorly caused by windows which first starts the process, then ends the process and starts it again with more privileges. This is necessary so that hotkey's work in games. The delay was removed in 3.0.9 which however caused the hotkeys to no longer work in certain games.
This for some unknown reason on some systems takes a considerable amount of time while it is barely noticeable on other systems. Investigations showed that both certain antivirus solutions and the windows defender seem to be spending a lot of time checking the process when it is started with more privileges.

If you havnt any system to reproduce this problem, feel free to contact me.

Of course it doesn't help because the fix for the startup delay is mutually exclusive with the hotkey fix. So either hotkeys work or the delay is minimized/gone according to our investigations. To fix the Hotkeys with 3.0.9.1 we had to undo the startup delay fix.
We do have systems where this occurred often or even regularly but as I said from our current investigations it's either this or that (namely either hotkeys in games or startup delay).

May you can add a startparameter to set the delay in the next version as a workaround.

Due to the nature of the problem that is impossible.
