You already noticed the Error: You are hosting more than 512 Slots on the License.
There are multiple possibilities:

• Your License is being used elsewhere, either by yourself or someone else.
• TS3 Server is already running with that License.
• You recently killed the Instance without properly shutting it down (either on same machine or elsewhere), which causes your Slots to still be allocated at the License Server, hence you cannot start the server. In this case just wait 3 hours before attempting to start the server again.
• You are indeed hosting more than 512 Slots total. In this case you need to manually edit the Database to remove some slots.
