Admins cannot whisper or poke guests, and vice versa

Something seems to have gone wrong with the permissions in our teamspeak server. As stated in the title, something happened causing admins not being able to whisper or poke guests, and guests cannot whisper or poke admins. Where in the permissions can this be fixed?

(Mind you I am talking about Server Admins and Server Guests, Channel Permissions are still working fine)

For pokes check i_client_poke_power and i_client_needed_poke_power
For whisper check i_client_whisper_power and i_client_needed_whisper_power.

the Value for the needed Power on Guests must be <= the power of the other Group for them to be able to poke/whisper each other.
