how to create rang that just SA+ can see?
So normal user don't see those rang in channel and server group rang

You cannot. All you can do is assign Client Permissions, which are not a group and hence won't be displayed in the Infoframe.

What he did is not supported and he is likely living dangerously unless he knows very well what he is doing. He is also (hopefully) very lonely in that Group.

Right. Only query groups are not listed in that dialog. Because this is no regular server group and not supported on a client itself.
