Possible to force Guests to register?

Hello
I was wondering if it is possible in some way to force guests that are trying to log into an (no password protected) server to force them to register first before they enter the server? I hate getting al these Guests jumping in and out. I want to see who I'm dealing with.

PS: Don't tell me to put a password on the server. I want to have the server public but only with people that are willing to show "face".
