Unsupported Windows Codec and Text sends

Is this Codec going to be supported? I've come across several servers that exclusively work with this codec, which is becoming quite a problem because I can in no way explain to them why I cannot talk to them, which brings me to a point of critism:

It should be way easier to send a text message to a person or channel, and that even without being granted an exclusive right to do so. I've seen people leaving and joining in to servers soley for the purpose of renaming themselfes to URL's and other horrible idea because that is more convinient to write out instead of saying it.
