Server Permittions

I have server installed and running on mysql.
What I wanted to do was edit the CA priv and allow them to move players. I did this but it does not seem to be working.

Where did you do that?

A Channeladmin is not allowed to move players between channels. He got privilege to moderate a channel.

To move a player between channels is a global privilege which can be gained by global groups (serveradmins, registered and unregistered).

The available set of permissions for a certain usergroup is hardcoded into the TeamSpeak 2 software. And the ChannelAdmin group simply does not have a permission to move users. So where did you set something that doesn't exist?
