When talking only weird sound...

hi all im new on this board so please help tha noob

ok so i bought 2 Icemat siberia headsets, for me and my little brother both are working fine
but when on teamspeak and using the microphone i only here some bussing sound..and its not the micophone wich is broke im sure becouse i tested my mic on his computer also.its like what you here if there is no channel on your television..i mean the sound is like that . but at my own computer it works perfectly
so i conssider there is something wrong with my little brothers computer.
and idd really liek it if it could be helped.. i dont know much about codecs and stuff...
ill try to re install teamspeak .

but cxould someone help me out p[lzz.. my brother is making me crazy!

EDIT:

Reinstalling did not solve it now we dont even hear anysound coming out the mic
also when Teamspeak asks for Codecs it installes them and says '' no codecs are installed'' dont know wether this is positive or negative

EDIT2 : I Noticed that my brother used the MUTE button on audio options in windows but still that anoying sound ...
