Problems w/ people using Hydra?

We have been having problems with unregisterd users gaining teh Server Password by using somthing they call "Hydra"
I have done some web research and have found that this program searches ports etc?
Not 100% as I am not that technical, but these are people that we do not know that are coming into our Client Server and making a ruckaus. we have tried any and all of the security features that we know but nothing seems to be keeping them from coming back

has anybody herd of this Hydra? and do you know of somthing that we can do.

Yo have Your TCP query port opened for everyone.
It is a VERY, VERY BAD idea.
