Teamspeak Problem Help Needed

I have my teamspeak server downloaded, and i have the 2 ips displayed. I can connect through my PC IP but not the other. Others can not connect to my teamspeak but i can, im very confused about this.

When they do try to connect they get this message

On the router you will have to forward each port for each server to your local IP. How you do this will be router dependant. On my conextant chipped router I select Virtual server, put the same server port in port range start, end and private, select it as a TCP port and for the internal address it would be the same as the IP of the PC running the teamspeak server. Check your router documentation for PORT FORWARDING.
