Question Receiving without problems but transmitting with noise

I'm using SuSE 8.1 with AC97 (dsp0), cs46xx (dsp1) and Alsa and i can recieve and hear clearly without problems but the sound from the microfone has much noise.
The old teamspeak version has "Celp Windows 5.2 Kbit" and this works fine but the new one has none.
What can i do against the noise from with the new version?

Partially because the noise has an constant offset and a Modulation with approx. 3 Hz. It sounds a little like a slow helicopter.
