IP Address
The last time I hosted a Server I had 2 IP addresses, local and world. Now I am only showing local- where is my World IP? Without my World IP everyone is having to use a different IP to login which makes no sense.
Also I am trying (as the admin and super-admin) to edit the Max 16 Users and delte some people, it is not allowing me to do so, why not?

Use www.whatismyip.com. TS stopped doing that out.
Are you getting an error are the changing not taking place.

No error, the changes just are not happening. I've also been trying to change my country as it is incorrect and it dosent work.
As far as the user limit is concerned it tells me only the SuperAdmin can change so I log in as SuperAdmin and I can not find it at all. No idea what is up with that.

It is
I use Windows Home
And that link gave me an IP, however people can not login using that IP.

LAN = Local Area Network?
Not that I am aware of. Its on my computer and I connect directly (thru a modem/roter of course) to the internet.

Yeah local area network.
You have to use the lan ip to connect and the wan ip is used for people outside your line.
Make sure that the ports are still being forwarded to the correct lan ip address of your server.

2 questions then, how do I find my lan IP and how do I find the Win IP?
And by "outside my line" you mean...outside my city/state/country?? Dont understand this part.

Lan ip is the one that ts "show ip" gives you.
Wan ip is the www.whatismyip.com.
Outside means outside your subnet. I.e. not connected your router.

Another way you can find your Lan ip is to go to start > run > type in cmd and hit enter. In the new window type in ipconfig and hit enter.
You'll get some numbers back. The one that is by IP Address is your LAN. Here's what mine looks like

cmd thing isnt working.
Ok so I have both of them, I tried getting people to connect using my WIN IP and its not working. Keeps telling them server may not be up.

You mentioned having a router. You may have to the ports forwarded. If you don't know how to do that you can go here http://portforward.com/routers.htm
Do you have any firewalls? Software or hardware wise? Kaspersky Internet security? Norton Internet security?

Website is asking me to buy, I am not buying anything.
Firewall is PC, Anti-Virus is Avast. However when I have my server up both of these are normally down.

Wasn't trying to get you to buy anything. The page has lots of routers with documentation of how to forward your ports. For example if you had a linksys BEFSR41v1.40.2,
you'd go to http://portforward.com/routers.htm
Then scroll down to the Linksys BEFSR41v1.40.2 and click it.
Then it asks you for what program so you scroll down to TS.
It opens up a guide to how to forward your ports step by step.
