how to run install.php?

Hello All,
Im having a problem with the new webpost2 4.0.2.
I had the old version of the webpost that work but I loss my old version.
Im new to php, and would like to know how to run the install.php?
Because when Im in the phpmyadmin I tried to upload it like the old webpost mysql file. I don't think that was a good idea.
Then I tried to run it through the start run. haha
my spec are
apache 1.3.27
php4.2.3
MySQL4.0a

Just open config.php in a text editor and set the sql username and pass and upload. Then go to admin/install.php with your browser and follow the prompts.

This confused my for awhile… I was trying to run the install from my home computer not what was installed on my web site. Than it dawned on me to type in my web browser www.mysite.com/ts/admin/install.php and then it started to work. My problem is I’m learning how to run before walking, I know just about enough to get my self in trouble. Someday I’ll go back and learn how to build a web site
