In the client interface when clicking on the "Server Connection Info" menu item it states that "All can create channels". How do I set this up so that only the admins can create channels?

I would like to know how where the ADMIN pass is or how to stop others from just creating whatever rooms they want

server.ini server flag 0= no register, no create channel; 1= can register, no create channel; 2= all can create channels; 3= all can register/all can create channels
