I got fresh copy of licensekey.dat, and fresh TS server install still same problem, but why I have same problem on windows server on the same IP

I use a minimal script to see license is activated with success or not.
I normally use the command:

/etc/init.d/teamspeak start
Teamspeak server runs the user teamspeak who...

At the beginning sorry for the mistakes in my language.
licensekey.dat is not damaged
