Allow complaints only from same room

Hi all,
I'm looking for solution how to block complaints between users which are not in same room.
I have problems with complaint spam and autobanning users that don't break rules.

I already done this:

servergroup permissions - Guest:
removed i_client_complain_power
i_client_needed_complain_power set to 50

channelgroup permissions - guest:
i_client_complain_power set to 10
i_client_needed_complain_power set to 10

but this don't work as expected

Channel groups typically overwrite server groups and the complaint permission is a server-wide permission if I remember correctly, which means what ever the power is or how you get it, you have it in all channels. (I think)

This will not work as a global permission, when you only use channel groups for this.
The user must have the same channel group in other channel, when he complaints against users.
Please note "The Default Guest Group" will not protect other channels. It's the group everyone has as long no other group was assigned.
