    What's "phones wifi"? Because I don't think the phone creates such logs, I suppose it's tethering.

    Then it's either your ISP's fault or the server accidentially blocks you. Sadly, the server can't be pinged.
    Do you know the owner?

    No routing issue then.
    Can you connect to other servers on default port? Note that due to TSDNS and SRV, it might be hard to tell.
    Maybe server owner blocks your IP.

    Then it's your ISP's fault. They are blocking 9987 UDP.

    Well, all is possible but the most common is the server firewall blocks some ips, in this case your public ip.

    Case 1) For discarding the fact of the default port, try to connect to the public server
    voice.teamspeak.com
    or its ip 194.97.114.2 At night this server uses to be FULL but at least you'll get an answer from a default port.

    Case 2) Also, if you have a dynamic IP, try to restart your router; this will give you a new public IP and then try to connect again to the servers.

    Case 3) If you have a static IP, also try to restart your router... sometimes a router restart solves misteries.

    If you don't mind, tell the results of the cases.
