Changing permissions automatically, this is possible?!

I have a simple doubt.
Is there any way the server change the permissions of the channels without some users do?
(There was no update on version of server and no one used backup)

A friend said it might be an upgrade from VPS, but I do not see how that's possible.
IMO, I think it was a user with server adm.

I have no clue what exactly you are talking about it, but here's one keyword: Query. However, that needs admin permissions. Or a totally screwed-up permission system.
