Server Configuration Part 1 (Robot sounds)

Hi I'm a first time Poster and I'm having a problem posting all of my information but I'll do it one at a time instead. Number one issue:

I host my own server and host my boyfriends TS3 server (for his guild).

Now I've successfully gotten things setup and all and for the first few months (Until last night) I had been starting the service for him as a root admin. Now that he's settled and figuring things out we wanted to switch the responsibility over to his actual account username to do this. Now as weird as this is.... the moment he started the service with the non-root account everyone started having server latency and dropping issues.

Start the service as root? No issues.

    Server config is Linux:
    CENTOS 6.6 x86_64

    TeamSpeak server:
    3.0.10.3

Welcome to the forum. Here are the rules:
Not posting log => no help.
Not reading log => no help.
    Outdated server => no help.
Doing unsupported things with your server => no help.

    All four apply.

Mind telling, what exactly you considered unsupported in OP?

That's my problem though. I don't want to run it as root. I want to run it from the user account that I created the server on and installed it with but when I do everyone's voice goes all roboty. I'm not sure exactly what the difference is or why it would. There are no bandwidth issues because I do not restrict bandwidth or server resources for this account.

The only thing I can say that happens when I run it as the user account is that when 3 people get into a room all of the sudden there is severe packet loss and the connectivity in the lower right goes from about 70-80% to 30-40%. It only happens when I run it as the user account. That is what I need to fix.

Also, the outdated server thing? That's another problem I'm having but I couldn't post everything in my original post so I figured I'd go with the highest priority issue first.

Make sure all server files owned by the proper user, to begin with.
Also, if I could hazard a guess, the resource controls could play a role.
Did you mess with default resource limits on that server?

That was what I checked first (that they were all owned by the user) and they were. I had found a thread that said that it could be the issue.

I did not mess with the default resources, no. I'd be happy to if I knew what specific resources to mess with.
