[NPL Error] too many virtualservers running, shutting down!

I get the error "too many virtualservers running, shutting down!", how do I fix it?

I don't know why the mods moved my thread to another already closed thread. I tried already everything what I found about this issue.

Error: too many slots hosted, shutting down!
Description: The total limit of slots for your license has been exceeded and your server will not start or has been stopped.
Solution: The most common errors are the following:
    1) Bad permission setup that allows customers to change the slots of the server.
    2) You stopped some virtual servers (e.g. server not needed anymore or if you are a commercial hoster maybe one of your customers did not pay their bills) but neglected to prevent them from starting automatically when the instance starts up and restarted an instance which contained several of these servers.
    3) You terminated a running instance forcefully (e.g. kill -9) and started other instances that were not previously running which had enough slots to raise you above your slot limit.
    1) Nope, just have one server with 32 slots
    2) Nope, look at nr. 1
    3) Nope, look at nr. 1

I just created 1 license free server with 32 slots, which worked perfect. Moved my licensekey.dat in the directory, restarted my ts3 server and got the error message.

reopening separate threads is also no solution!
