How to ban someone with Dynamic IP? Need help

I have a Teamspeak 3 server and i have a problem with some people. I ban them but after few seconds, they can reconnect to my server and start to spam the chat and change the name, insulting me. I created a special rank, making writing and voicing being impossible for them, but the main problem is they can still reconnect to my server after ban. How can I get rid of them? Urgent need!

    Teamspeak bans by:
    - Unique ID
    - IP

If a baned user connects with a new ID, the ID will be updated in your ban list.
If a baned user connects with a new IP, the IP will be updated...

Unfortunately you can't ban a user for sure. If they change their IP and Unique ID at the same time, they can access the server.

My suggestion: Add an entry in the (Windows Registry / Linux lib) with a unique-unique client id which NEVER changes. Also if the Teamspeak client is re-installed.
