Can Virtual Server Host Message be Restricted?

Is there a way to restrict guests (random visitors) from seeing the Virtual Server Host Message (ie the pop-up Welcome message)?

What permission(s) control Virtual Server Host Message?

No, the welcome message is public for everyone as is the host message.
When sending PMs please make sure to include a reference link to the thread in question in the body of your message.
