    Server Stats

Is there a way to prevent teamspeak from resetting connection stats when the server gets restarted?

Or would the easiest way to collect things like packet loss and ping be to pull the info and store it in a separate database?

    The latter.
Get yourself proper monitoring software, like nagios or cacti.

The packet loss from the server status isn't a long term statistics anyway.
