Depends on what you're trying to do honestly. What is it your trying to do that your getting the error?

Trying to ban someone like even a guest and it says that

then the user you're trying to ban has the permission b_client_ignore_bans which would make him ignore bans that matches them. As such there is no point in banning them in the first place.
The permission is either assigned to one of the groups of that user, the channel they're in, or the user specifically.
