by default the "Server Admin" servergroup is able to change the permission value 75 to 999999 for example. This is also possible by other (new) servergroups - also if they have a grant value of e.g. just 50.
This should not be possible or?

Then you've played with your permission system, on my server the "Server Admin" template doesn't have the permissions to do that.
The grant value is skipped by the permission "b_permission_modify_power_ignore"
Maybe you have b_permission_modify_power_ignore? Post permission overview.

There is no value limit for most permissions due the grant Value!

I don't know all permissions, but yes it is a wanted behavior that you can not increase permissions higher than your own value.
This was build into the server before stable 1 was released.

Don't know what are you after, but default Normal group has no permissions to modify permissions.
I think you are asking for situation of a server group you created that is flawed in way that they can change permissions.
For future server groups there is easy fix. Instead of creating group by copying server admin every time, use Guest or Normal.
