I have had the "CW3 radio plugin" installed for sometime. Recently I see that when I attempt to transmit on Comm1, I see the "blue button" on the TS screen light, and I am heard by others not on my frequency.

I do not understand the what your problem is.
Do you press SHIFT and all users on the server (with an exception of the users in your channel) do hear you talking?
1. Are sure you use the right hotkey profile on this server
2. Check your whisper lists
3. Delete unneeded Hotkeys if you do not use that plgun anymore

It must have been some bad files in my system. I deleted EVERYTHING, cleaned the REG, reloaded and it is now working.
