I cant connect to ts3.rise-gaming.com but i can connect to other teamspeak servers, i know it is not an issue on the servers side as other players are in the teamspeak server, what can i do?

Your PC resolves the final IP and port correctly but the TS3 client can't connect --> if this is the only server you can't connect then ask to its admin or hoster about the fact the hosting firewall could be blocking your public IP (this is not a ban from the TS3 server, it's access blocked by the firewall or iptables or similar in the hosting side).
