They are spacer channels and can be created by right clicking on the server name at the top and clicking create spacer.
An example name to use for a line would be [spacer0]___ (3 Underscores _)

Hi there ! I bought a TS3 server and I want to add something to mine. I saw that on another teamspeak3 server and yeah-.. it looks cool.
