Can't Connect To Any Server.

When i try to connect to any server with TS 3.1.0.1 including Teamspeak Public i get "Failed to connect to server".

I Tried:

1-Disabling Antivirus and Firewall.
2-Uninstalling with an advanced uninstaller and reinstalling.
3-Using older version.
4-Allowing ports:9987/10011/8766/30033.
5-Using my brother's PC which is connected to the same network.

So the problem is with my laptop knowing that TS3 was working on it but after 4 months i tried to connect and found that error.

OS:Windows 7 32-bit.
