Their add-on page is under maintenance for a long time now, if you want to post new addons, put them here:

Hello, I have recently created a new Teamspeak Icon Pack containing many Star Wars Icons, with this I would like to be able to upload it to the official Teamspeak Icon pack list and was wondering if someone can help me how to.

This is not possible till the addon page is back and working again. Nobody knows when this will be the case.
