Group with higher permission can't do anything to group with lower needed permission?

I am having issues for some reason. Recently I made a group as a lower level admin group. This group has its -_client_ban_power set to 50, and the default guest group for the server has the permission i_client_needed_ban_power set to 1. For some reason, the first group can not band the guest group (same for kicking from channel/server). I'm trying to figure out what may be wrong on my end and how I can go about fixing it.

Edit*: So I was able to bypass it for now by skipping the permission on the admin group. No idea why I would need to, but hey, it works for now.

Because a channel group or channel did set lower permissions.
This is what skip does skip for target group.
