make sure they don't have the skip flag enabled. Or in other words: make sure there is no yellow triangle symbol and a warning about skip when you click that group in the permission dialog.
Also since they have grant powers they might be able to adjust their own permissions.

Currently on my Teamspeak 3 server I am having an issue with join power. I have a rank called Administrator (Not a copy of server admin) with join power of 70. They can join permanent, semi-permanent, and temporary channels. They can also join channels with a higher join power than 70. I have tried negating the the joining of permanent channels, semi-permanent, and temporary. This doesn't help. I also tried removing that permission, they cannot join anything then. I may be over looking something small but if anyone is aware of what the problem may be a response would be greatly appreciated.
