too many slots hosted, shutting down!

Hi all,
i used ts since few month with my NPL licence without any problem. This morning my server stop & impossible to launch it again. i don't know why so i went to see the logs files & it said that to me.

When i delete the file licensekey.dat it start normaly but when i put it again always the same error. I don't know why.

Solve, i don't know why, i move the licensekey.dat stop the server & start it again and now it works..
Think the topic can be close.
