Whit is the best way to setup 50+ perms

I am creating a team speak server to go with a ArmA 3 server which will have around 100 people on the TS. I just wanted to know if there was a good way to setup this. There will be admin group and individual clan group within the server. I know this is quite a broad question.

This is somewhat like it'll be http://i538.photobucket.com/albums/f...1/Untitled.jpg ( different levels of administration, forces etc)

Is there a methodical way to make 50+ Server groups

Thanks, that just what I'm looking for but do you know what group to start with etc. Is it best to start with administration?
