Easier Permission System?

Hi, Im looking for a better way to give certain tags access to perms without using the adv. perms (Values) or simple permmisions.
Im trying to look for a addon or something that allows me to just select which server group that another one can add while not having me to use values.
A simple example is:
Admin (Server Group) Can Add:
Moderator (Server Group)
Trail Staff (Server Group)

Admin (Server Group) Can Join:
Requesting Support (Channel)
Public Room 1 (Channel)

This is a simple example to just display that i do not wanna use values, but to just select what they can add.

"User can only add target groups" will not work with our permission system, when there are more groups that requiere same or less member add power.
The user will also be able to add other users to these groups.
