is it possible to use the system language for the TTS soundpack, or is just Eng. supported ??

Teamspeak uses the TTS language that is configured in Windows. Whatever that is: my Windows is german, and my TTS speaks german. Which gives funny results if you use a foreign Teamspeak TTS soundpack: an english soundpack is articulated very german by the german voice, since it expects german text to read and speak.
This localized TTS started with Windows 8, as far as I remember. Windows 7 had english TTS as default for all system languages, and I don't know if or how you can configure a different TTS language for Windows 7.

You are in right section.
Currently only english was added, but i think this could be changed and it would make sense. More languages have been and will be added for text, so we should add support for local TTS voice and settings.
I will talk with our developers about this and will report back as soon I have details.
