Downloading more than 10 files from channel leads to 'file transfer limit reached'

I have client without cached icons. Icons are stored in the channel, being downloaded trough built-in file transfer protocol.
There is 13 icons in it. If client clicks on the channel - only first 10 icons being downloaded and client get file transfer limit reached error on 3 other ones.

<19:14:17> Transfer "voice-icon.png" reports: (file transfer limit reached)
<19:14:17> Transfer "muted-icon.png" reports: (file transfer limit reached)
<19:14:17> Transfer "16x16_capture.png" reports: (file transfer limit reached)

To fix that error client needs to wait some time, click on the channel again and 3 other icons will be downloaded successful. But can i fix this error on my side as an admin? Thanks for answer!

I would guess that's intentional.
