Is there a way to not allow other members to mute / local mute?

Im an Admin of a server, and I wanted to know if there is a way to not allow users in the server to mute other users, and also a way to not allow them to change the volume down.

    Thank You!

That's not in Admin's hand. Any user has the right to mute or lower users.

Just for your information, there is also no feature in TeamSpeak that makes people pay attention to what other people say.
