i need the ts3 to show names from talking users while muted

I need ts3 to show the names and messages while muted. right now if i mute the TS3 i don't any info of who's is talking.

I need this as i use two computers connected to different connections, and one of them in a limited bandwidth.

In that connection i want to save the bandwidth not transmitting or receiving audio but i need to get the info of who's is talking in that channel.

Is that possible?

In theory, it can be done with query, but will require constant execution of "clientlist -voice". Depending on the number of users on your server, refresh interval must be several seconds to save any bandwidth.
A feature like this does exist in YaTQA, but YaTQA cannot be used because it also refreshes the channellist and asks the server for all information available, both increasing the data required per refresh and making this unreasonable for even longer intervals.

tl;dr: Cannot be done effectively.

to do this efficiently. Where/how do you want those notifications to show up?

How is that supposed to work if the required data (voice data) is not transmitted to the client?

OP says his scenario involves 2 computers. So you collect the "talk"-event on computer #1 and use

to send/receive it to/on computer #2.

that wouldn't do you much good as on the second one you get the events from an unrelated channel.
As you don't get to receive any voice data and the relevant events are (apparently) client side, your client cannot say whether or not someone is talking in the channel while your output is muted.
